bio

Mr. Choi is Head of the Climate Energy Cooperation Center at the Ministry of Foreign Affairs of the Republic of Korea, where he promotes international cooperation and facilitates policy dialogue on energy transition, clean hydrogen, AI-driven climate solutions, and transboundary carbon capture and storage. He brings over 20 years of experience in energy policy, resource economics, and international cooperation, with a focus on global energy security, critical minerals, and emerging clean energy systems.

Prior to his current role, he led the Global Energy Cooperation Center for more than a decade, organizing international forums and policy discussions on major global energy issues, including hydrogen cooperation, battery supply chains, and sustainable electromobility.

Before joining the Ministry of Foreign Affairs, Mr. Choi held positions at the Korea Overseas Resources & Energy Industry Association (K-Resources), the Korea Institute of Geoscience and Mineral Resources (KIGAM), and the Korea Energy Economics Institute (KEEI), where he worked on overseas resource development, energy market analysis, and international energy cooperation. He also contributed to international research through an APEC-funded project on seaweed-based sustainable bioenergy, promoting multilateral cooperation among APEC member economies.

Mr. Choi is the first author of a study on environmental regulation and eco-innovation in the battery industry published in the Journal of Cleaner Production (SSCI Q1) in 2025. He is currently a Ph.D. candidate in Global Climate and Environmental Studies (Energy Technology Policy) at Hanyang University and holds a Bachelor of Science (B.S.) from Penn State University.
